India's deal to buy 310 Russian T90 tanks for $600 million may not work out. The Russians have demanded that the Indians pay $330 million in cash in advance. The Indians have agreed, but want some sort of guarantee that they will get their money back if the tanks are not delivered or do not meet their promised performance specifications. The Russians have rejected any form of guarantee, insisting that it would be impossible to define.--Stephen V Cole
