Deposed Haitian president Aristide, living in exile in South Africa, says he will return. He also praises American and UN peacekeeping efforts in Haiti. Aristide apparently sees the current Haitian government as corrupt as all the earlier ones. Despite the coming November elections, the economic and security situation will continue to get worse, and Aristide will eventually appear as a preferable alternative. But in over two centuries, nothing has changed, and the current situations indicates that nothing will change.
