The AUC rebel movement is refusing to go through with disbanding because of a dispute over the terms of the amnesty. The US and the UN are demanding that AUC leaders still be liable for prosecution for mass murder and drug related activities. The AUC want complete amnesty before they disband and surrender. The government believes it is worth giving the AUC the complete amnesty, as this will remove thousands of armed rebels from the countryside. Already, 5,000 AUC gunmen have disbanded, but many of these may return to the fighting if the peace talks collapse. The government believes this is a bluff, and if it isn't, that they can handle it.
