Venezuela has promised that the new foreign weapons it was buying from countries like Russia, would not end up in the hands of Colombian rebels. But Venezuelan president Hugo  Chavez is also worried about these new weapons ending up used by Venezuelan rebels. Chavez is very concerned about a coup or uprising against his rule and is  establishing an alternative national headquarters. This would be used to rally loyal forces if his government was  ousted from the capital, Caracas. The location of this new headquarters is unknown, and it's possible that the site,  or perhaps another backup headquarters,  may be out of the country, provided by Hugo Chavez's good friend Fidel Castro.
