The "Plan Colombia" program (fueled by two billion dollars in US aid) for attacking the drug gangs in Colombia has been going for three years now. There have been tangible results. Coca cultivation is down 37 percent in that period, although much of that has moved to neighboring countries. More importantly, public opinion has turned decisively against the leftist rebels who protect and live off the drug gangs. This has led to military operations that have seriously reduced the size of the leftist rebel forces.
