The presidential election today appears likely to elect right wing candidate Alvaro Uribe (who advocates total war against the leftist guerillas by doubling the size of the army and establishing a million person person neighborhood watch to collect intelligence on rebels.) While the current unrest is killing about 3,500 people a year, and seeing about 3,000 kidnapped, a major offensive against the guerillas would raise the death rate and lower the kidnapping rate. This is apparently quite popular. FARC has threatened to kill anyone who votes for Uribe. Because of the pressure from various rebel groups, the government estimates that 6-7 percent of the population will not be able to vote.
