The government is trying to get a law passed to make it easier for police and army forces more powers, and better protection from retribution and investigations. There is more going on here that you would think. For the last few years, the drug lords and leftist rebels have been spending a lot of money to run an information war campaign against key military and police commanders. By fabricating evidence and convincing human rights NGOs that the evidence is true, pressure can be brought to bear by the United States to get the officers in question relieved. Stories can also be placed within Colombia using bribed or intimidated writers and editors. The government finds it's commanders being accused, by foreigners, of crimes that, upon local investigation, prove baseless.
