Under a new agreement, unarmed US surveillance aircraft will operate from the Eloy Alfara Air Base in Ecuador for the next ten years. The planes will track drug cultivation and shipments; they will unofficially try to track guerrillas who are in the drug business. In return for use of the base, the US will spend $70 million upgrading the facilities there. --Stephen V Cole
