China has established a new embassy in Belgrade. Like the former embassy (wrecked by US bombs during the Kosovo War), it is primarily an intelligence gathering post, with extensive electronics equipment and a network of human agents. China, seeking to regain influence in the region, has given Serbia a $300 million credit to buy whatever it needs to recover from the war.--Stephen V Cole
