The MDJT rebels, negotiating with Libyan officials, have accused Libya of bad faith because, on June 25th, they released two of their Algerian GSPC rebels to the Libyans as a sign of good faith. But the Libyans were supposed to turn the Algerians over to an unnamed "Western country." This was thought to be Germany, which is keen on trying the Algerians for kidnapping German citizens three years ago. The MJDT also believes that they can get the largest payoff for their Algerian captives from Germany.
