India has established an air base in Tajikistan, the first Indian air base on foreign soil. India sends regular aid shipments to Kabul as well as supplies for the UN forces, but is not allowed to fly over Pakistan, and must take a longer route over Central Asia (or sometimes over Iran). The new base will give Indian planes a place to refuel on the northern route.--Stephen V Cole
