Russian threats to attack Chechen rebel training camps in Afghanistan would require the use of air bases in central Asia. Russia already has two divisions of troops in Tajikistan, helping to guard the Afghan border. But it's not a sure thing that the Tajiks would allow the use of their air bases. This would further anger the Afghans, who have threatened retaliation on any central Asian nations that aid Russian air attacks. .
