It looks like the Moldovan governments appeals have been heard in the US and in the EU. Moldova has been asking the US and EU to impose sanctions on the breakaway Transdniestr region in Moldova (a Romanian speaking country that used to be part of the Soviet Union). The sanctions may be light but in Moldova they make a political statement. The US and EU will restrict travel of Transdniestrs rebel leaders until they begin negotiations to end the separatist stand-off. Behind the move is a new federal constitutional proposal that would keep Moldovas territorial integrity but give the Transdniestrian (and primarily ethnically Russian) enclave some autonomy.
