Turkey is facing a defense budget squeeze. The International Monetary Fund, which can control Turkey's ability to borrow money, is pressuring Turkey to cut back on its huge defense expenditures (including billions for new tanks and attack helicopters), but the Turks want to continue those programs and buy a theater ballistic missile defense system as well.--Stephen V Cole
