Serb President Slobodan Milosevic has supposedly approved a new military doctrine. The strategy is called "defend the sovereignty of the Serb and Montenegrin people." While touted as a defensive strategy -which it could be- it is also a political cover for waging war against Montenegrin separatists and insuring Milosevic's personal control of the military. Why? A Serb press release of August 12 said the strategy intend to insure the "territorial integrity and constitutional order of Yugoslavia..." Conveniently, the new doctrine also makes the Serb president (ie, Milosevic) supreme commander of the army. Meanwhile, Montenegrin government spokesmen indicate that a substantial number of Montenegrins will boycott the Yugoslav elections scheduled for September 24.
