More on the slow divorce, ie, Montenegro separating from Serbia. On July 6 the Yugoslav (Serbian) parliament passed changes to the constitution that strengthen Serb dictator Slobodan Milosevic's power. Essentially, the changes weaken Montenegro in the Yugoslav federation and allow Milosevic to run for president again in July 2001. An election, of course, would be window dressing. On July 7 July 7 the Montenegrin government rejected the constitutional changes, calling them a "violent" breach of Montenegro's rights.
