US diplomacy continues to try to help Montenegro proceed with "the slow divorce" from Yugoslavia. USAID spokespeople said that the US had agreed to increase aid to Montenegro. Increasingly, Washington is treating Montenegro as if it were already a separate nation. Meanwhile, a NATO spokesman publicly warned Serbia's Milosevic against attacking Montenegro.
