Iraq and Serbia are conducting trade talks. Both nations are under heavy international economic and diplomatic sanction. That hasn't stopped Iraqi Vice President Taha Yassin Ramadan and Serbian trade minister Borislave Vukovic from exploring Serb and Iraqi cooperation to confront "the hostile policy of the U.S." This kind of "rogue coalition" is of course fragile and nearly-powerless. But it does offer a window on the kind of "anti-coalition" that could form to counter American 21st century power. (Austin Bay)
