Well, they did it. The German mark is now the legal tender of Montenegro. As another indication that Montenegro intends to secede from Yugoslavia, the Montenegrin national bank will assume the job of setting exchange rates, a job formerly done by the Yugoslav central bank. The action drew reaction. Serbia's Milosevic accused Montenegro of "separatism." For once he got it exactly right.
