As more Islamic rebels are captured, or surrender, civilians are more inclined to pass on information to the police. Some of the captured rebels are also talking. This has led to more police raids, which are capturing, or killing, dozens of rebels a month, and capturing weapons and bomb making materials. The decline in terror related deaths seems to indicate that these operations are having the desired effect.
