Despite heavy pressure from the United States, and neighboring countries, the government has not had a lot of success in reducing the production of drugs (especially opium and heroin) in Afghanistan. The problem is money, and the willingness of so many well armed Afghans to fight the government rather than get out of the drug business. Pakistan drove the drug business out of its tribal areas a decade ago by applying overwhelming force. But the Afghan government doesn't have that kind of force, yet. The government believes that it will eventually have that kind of force, but it will take five or ten years.
