The Afghan Ministry of Refugees and Repatriation (MORR) found that, after another year of drought and crop failures, more than a third of the Afghan population survives only because of food aid. Another persistent problem is 167,000 internally displaced persons (IDPs). Most of these are Pushtuns who had been moved north by the Taliban after people from other ethnic groups were driven from their homes. With the defeat of the Taliban three years ago, this ethnic cleansing was quickly reversed. Now the Pushtun IDPs are slowly settling down in other parts of the country. The IDPs could not go back to their original homes because of overcrowding, so they are now being settled on less productive land elsewhere, getting by with food and other aid from foreigners.
