In order to speed up disarming the warlord militias and increasing security around the country, thousands of militiamen will be recruited into a new, paramilitary, Afghan Guard Force. American and NATO military advisers will advise these new units and serve as advisors (and to make sure the Afghans don't slide back into banditry.) A major problem the Guard Force will have is the large amounts of money drug gangs have and their willingness to bribe Afghan government officials.
