More foreign aid workers are being kidnapped, and then released. Some of this activity appears to be more banditry than Taliban activity. Local Afghans like the activities of the aid workers and this has caused more tension between locals and Taliban activists. Taliban activists are also dismayed by the al Qaeda decision to shift money from Taliban support to financing pro-Saddam forces in Iraq. This raises fears that the Taliban will begin to prey on foreign aid workers, robbing and kidnapping them. There is concern that this strategy is already in effect.
