A bomb, apparently intended for a truckload of Afghan soldiers, exploded under a civilian bus crossing a bridge near Kandahar instead. The blast killed 17 civilians and wounded many others. A subsequent investigation led to the arrest of eight local men. The death of civilians made it easier to gather information from other civilians about who was still involved with the Taliban.
Relief operations have been suspended in several parts of the country because of attacks on relief personnel and facilities. In some cases the attacks are just banditry, in other incidents, such as bombings, the intention was terror and the culprits were probably Taliban radicals trying to "drive out the foreigners."
