  Attempts to reduce crime have not met with a lot of success. An entire generation of Afghans have seen nothing but banditry and a culture of violence. Extreme measures (shoot on sight when a crime is encountered) has an effect, but only makes the bandits more cautious, not more law abiding.

President Karzai issued a decree forbidding anyone from holding a military and political leadership role simultaneously. This is aimed mainly at warlords Ismail Khanin the  west, Abdul Rashid Dostam in the north and Gul Agha in the south. These three guys will probably declare they are now just civil leaders, but will still exercise direct control over their military forces.
