  Tajik and Uzbek warlords in the north have agreed to turn in a lot of their weapons, especially artillery and long range rockets. By getting these weapons out of circulation, there will be less opportunity for some ticked off warlord to make a point by shelling a town held by a rival. When artillery and multiple rocket launchers are available, this is how they are often used, with the victims being mainly innocent civilians.
