 The government estimates that about 500 civilians have been killed in the last seven months. Some journalists criticize this as excessive and avoidable. However, the civilian losses are lower than in any previous war of this type. So have been losses among American troops. In theory, it would be possible to lower civilian casualties some, but only by getting more American troops killed. Few journalists have explored that angle.
