Germany will put up three million dollars to run the June 5-16 Loya Jirga. This meeting of 1500 tribal chiefs, elders and warlords will decide what form the Afghan government will take and who will run it. Pro-Taliban factions are already organizing to achieve some power through the Loya Jirga. Another group that will be heard from are the many tribes that are deeply in drug production and smuggling. Some tribes also depend on traditional (non-drug) smuggling, and they will be looking after their interests as well. 

Turkey, which has 260 troops in Afghanistan, has agreed to take over command (from Britain) of ISAF if more money (a couple of hundred million dollars) is provided, as well as more explicit instructions from the UN as to what the mandate of the ISAF is. The Turks could take over by June, and also send in more of their own troops.
