The Afghans want a larger peacekeeping force, and especially one with Americans, as a form of guarantee that the rest of the world won't abandon them if the country sinks into civil war, or worse, once more. In other words, the Afghans want armed hostages who can also back up the central government when there's some heavy duty peacekeeping to be done.
