The government is planning to establish a volunteer army, ending the ancient practice of calling for armed volunteers to defend the nation. For the last twenty years, the army also used the unpopular practice of conscripting young men for the regular army. The government has collected men with formal military training (in Pakistan, Russia or even the United States) to plan the new force.
