The Taliban are harassing foreign aid workers and journalists. Some reporters have been arrested and the offices of air organizations raided. This is playing into the American psychological warfare campaign to make the Taliban even more unpopular among Afghans. Meanwhile, the Taliban are setting up their main military headquarters at the Khwost army base, which is 30 kilometers from the Pakistan border. The Pushtun Taliban expect the millions of Pakistani Pushtuns to provide additional manpower and aid if Afghanistan is attacked. Many of the Pakistani Pushtuns are pro-Taliban. There are more Pushtuns in Pakistan than in Afghanistan.
