  Another outbreak of measles (in the northeast) has killed 91 people. Meanwhile, refugees have begun returning from Pakistan camps. Some 300-5 a day  come back to Afghanistan, under UN supervision. Each family that departs gets a hundred dollars, 660 pounds of grain and plastic sheeting. It's voluntary and some 200,000 are expected to return to Afghanistan from Pakistan this year. In 1999, only 92,000 returned from Pakistan and 77,000 from Iran.
