Uganda has launched a project to "rejuvenate" its Army. About 4,000 personnel were forced to retire and are to be replaced by new recruits given special centralized training. The discharged personnel include those too old or sick to maintain the pace of military service and those found to be malingerers, malcontents, undisciplined, or not smart enough to deal with military matters.--Stephen V Cole
