The Czech Republic has approved a plan to convert its military to an all-volunteer force by 2007. The current strength of 53,800 military and 22,000 civilian personnel will shrink to 35,000 troops and 10,000 civilians. The new force is to be more mobile and use "new thinking". --Stephen V Cole
