Canada is studying ways to better patrol its Arctic regions, which are rich in resources and short on people (and, in particular, military units). Canada was shocked in August 99 when it found a Chinese research vessel near Tuktoyaktuk (in the Northwest Territories). The Chinese had not told Canada that the vessel was planning to enter Canadian territories. In September 99, the Canadians tracked an unidentified (and unconfirmed) submarine in Cumberland Sound near Baffin Island.--Stephen V Cole
