: A South African government panel has recommended military reforms including:

@ coming up with a single plan to get the Army to its desired goal of reform

@ commissioning black attorneys as reserve officers to give black service members greater confidence in the military justice system

@ waiving the age limit of 26 for officer commissioning for those whose applications were delayed by bureaucratic problems

@ changing the way psychological discharges are given to include a review and recommendation by the surgeon general.

A separate panel has recommended the re-introduction of conscription in order to ensure a balanced force.--Stephen V Cole
