After a decade of falling defense budgets, Britain will actually increase its defense spending by 0.1% next year (adjusted for inflation). The extra money pays for overseas commitments and continued modernization. Plans call for an 0.2% increase in 2002 and 2003, followed by 0.7% in 2004.--Stephen V Cole
