Latvia, Lithuania, and Estonia are working to increase their defense spending to 2 percent of their gross domestic products. Their first goal is for each to form a battalion and support units by 2005 that can be deployed quickly; these units would form a Baltic Brigade that could be sent to an emergency or peacekeeping mission.--Stephen V Cole
