The Clinton Administration has decided to delay construction of the first DD21 destroyers from 2005 into 2007, and will instead spend part of the unused construction money on more research into the class. While most agree that research into the ships' new technology is under-funded, many are concerned that delaying construction could mean that the class is eventually limited to a couple of "technology demonstration units" much as the Seawolf submarine class was cut from 30 boats to 3 when it proved to be too expensive.--Stephen V Cole
