October 28,2008:  While India is spending billions to obtain several nuclear submarines, and six new diesel electric boats, they are having big problems keeping existing boats active. India already has a force of sixteen diesel-electric boats. But while lots of money is going into new construction, much less is allocated for maintaining the existing force. Only about half the existing boats are available at any time, the rest being refitted or down for repairs.
