Canada is having minor problems getting its four new British-built diesel submarines into service. Plans to install air-independent propulsion systems have been delayed to the mid-life upgrades starting in 2012. Serious cracks have been found in HMCS Victoria (ex-Unseen) and Chicoutimi (ex-Upholder), and tests are being conducted on the other two. The Canadians plan to force the British to pay most of the repair bill, which could reach $300,000 per submarine. The Canadians also discovered a rather big dent in the Victoria and plan to send the British the bill for the repairs to the hull.--Stephen V Cole
