Turkey had asked for bids on a new spy satellite. France's Alcatel had the lowest bid, at $350 million, but the Israelis cut their price for an Ofeq-3 from $480 million to $274 million, and the Turks announced that Israel would get the deal. Then the French cut their price to $260 million, and the Turks announced that the deal was still under negotiation.--Stephen V Cole
