Under a new memorandum of understanding, the US will provide technology and components (including optical lenses) to help Japan build two new optical and two new radar spy satellites. The US wanted to simply sell the Japanese complete satellites, but the Japanese wanted to develop their own domestic production ability. The Japanese, however, could not develop the required technology in less than a decade.--Stephen V Cole
