A UN investigation has determined that Liberia has purchased considerable quantities of weapons from international arms brokers in violation of the UN arms embargo. Several shipments of ammunition, small arms, and helicopter spare parts were sent to Liberia by Kyrgystan and Uganda. Two shipments of attack helicopters, one from Moldova and the other from Kyrgystan, were blocked when the UN detected them, as was a huge shipment of ammunition from Uganda. Most of these shipments used fraudulent End User Certificates provided by the brokers. Most of those documents named the destination as the African nation of Guinea. --Stephen V Cole
