Russia is determined to end conscription. Currently, 22 percent of army troops are volunteers (or "contract troops.") By 2007, the government expects the military  to be 49 percent volunteers. In 2005, conscripts will no longer be sent to combat zones, unless a national emergency is declared. In 2008, conscripts will only serve one year, rather than two. Meanwhile, the army is learning that with volunteers, you have to be a competitive employer. So far, recruiting goals have not been met, and more money has been provided to increase pay. More money is being spent to improve troops living conditions and food.
