The Army wants to expand its warrant officer ranks to include computer technology specialists. The Army complains that it spends huge amounts training a computer specialist who makes $30,000 as a sergeant, but cannot keep him (or her) in uniform because people with that training earn $60,000 on the civilian market. Making them warrant officers would let the Army pay them more and, perhaps, keep them in service.--Stephen V Cole
