Another round of military base closings looms, but the Pentagon is hinting that it wants deals like the one San Antonio offered a couple of years back. The city subsidizes Brooks Air Force Base to the tune of $10 million a year, gaining some unused buildings it can lease out to business. The hint is clear; those cites that are willing to pay to keep their bases (Brooks pumps $560 million into the San Antonio economy every year) are first in line to keep them.--Stephen V Cole
