The US Navy is speaking out against the increasing pressure from environmentalists for restrictions on navy training. The navy currently spends nearly a billion dollars a year to comply with environmental regulations. The most onerous are those caused by the Endangered Species Act. Many navy bases, particularly those used by the marines, are increasingly constricted by such legislation. Recently, navy sonar was accused of harming sea mammals (particularly whales.) The navy feels that restrictions on their training will cost the lives of sailors and marines in wartime.
