Commando forces have a hard time recruiting. It's not just the high standards, but also the administrative hassles "operators" sometimes encounter when their unusual working habits. A classic example has occurred with the German KSK commandos. Civilian insurance firms provide insurance coverage for German soldiers and in several cases, claims by KSK members have been rejected by the insurance companies for what the commandos see as trivial and evasive reasons. This, and complaints about low pay for dangerous work, has caused morale problems and hurt recruiting for this elite outfit.
